In a medium saucepan, combine 2 cups of granulated sugar, 1 cup of whole milk, and 1/2 cup of unsalted butter. Cook over medium heat, stirring constantly until the mixture comes to a boil.
Once boiling, reduce the heat to low and continue to simmer for about 5 minutes, ensuring you stir frequently to prevent burning.
Remove the saucepan from the heat and stir in the 1 teaspoon of vanilla extract and 1/4 teaspoon of salt. Then, add in the 1 cup of white chocolate chips, stirring until fully melted and the mixture is smooth.
While the fudge base cools slightly, prepare the orange swirl mixture. In a separate saucepan, combine 1/2 cup of fresh orange juice, 1 tablespoon of orange zest, and 1/2 cup of granulated sugar.
